The construction of a “failed state” in global politics: the case of relations between the united states and colombia

This article analyzes the way in which the topic of “failed states” has been building up in the international strategy of the United States and the manner of that construction to have appeared in the relations between the United States and Colombia during the last decade. Our main purpose is to demonstrate that the “failed state” affair and its place in Washington’s foreign and defense policy, as well as the preponderance of such a phenomenon within the Colombian-American bonds, have been socially and politically built. It implies that this text assigns an important place to ideas –in this case, the notion of “failed state”- in the actors’ identity setting up, in the establishment of their interests and development of policies.Este trabajo analiza el modo como se ha ido construyendo el tema de los “estados fallidos” en la estrategia internacional de Estados Unidos y la manera en que tal construcción se manifestó en las relaciones entre Estados Unidos y Colombia en la última década. La idea fundamental es demostrar que el asunto del “estado fallido” y su lugar en la política exterior y de defensa de Washington, así como la centralidad de dicho fenómeno en los vínculos colombo-estadounidenses, han sido social y políticamente construidos. Ello implica que este texto le asigna a las ideas—en este caso, la noción de “estados fallidos”—un sitio importante en la constitución de la identidad de los actores, en la fijación de sus intereses y en el despliegue de sus políticas
